Pastor who pleaded guilty to money laundering profited from federally subsidized affordable housing properties

The Rev. Charles Southall’s scheme not only defrauded the church and ripped off taxpayers, it also left many residents to live in roach-infested, crumbling buildings that would eventually be sold and upgraded to levels that no longer accommodated low-income renters.
